PROTECH a.y.-a.y. 2019/22
European Protection Law of Individuals in Relation to New Technologies

Prof. Lucilla Gatt

Protech

Goals

Beginning with the a.y. 2019/2020, the JEAN MONNET Chair in "European Protection Law of Individuals in Relation to New Technologies" (PROTECH) has been established at the Department of Legal Sciences of the UniversitÓ degli Studi Suor Orsola Benincasa, with the aim of promoting and investigating a new concept of vulnerability, focused on the possible relationship between human beings and the digital environment with specific reference to cases in which it is the relationship itself with the technological environment that creates a position of ontological vulnerability for all human beings involved even in the absence of specific disabilities:
(a.) Those interested in the processing of their data in the digital environment with particular regard to minors and the elderly and disabled;
(b.) Consumers who purchase goods in the digital environment, with particular regard to minors and the elderly and disabled;
(c.) Embryos, unborn children and new life forms created in the laboratory as well as forms of transhumanism consisting of human-machine hybridization.

The JM Chair promotes the idea of the "vulnerable individual" referring to anyone acting in a technological environment where the risk of exposure to harm of various kinds and types is always very high for the physical person at every stage of his or her development. In doing so, the JM Chair aims to provide a perspective for assessing the effectiveness of the protection offered by hard and soft law measures and more generally of the actions taken at the national and European level.

Activities

The activities of the JM PROTECH Chair concern:
- didactics, based on the use of interdisciplinarity and specific innovative methodologies (Challenge Based Learning Methodology, (CBL), problem solving, legal design) and the use of digital tools (e-learning/online environment, digital devices) that enhance active learning, with recourse to case studies and individual or group presentations;
- research using a multidisciplinary and applied method to understand and address the actual needs to be regulated from an anthropocentric perspective and in compliance with the ethical-legal principles found in national and European fundamental charters;
- dialogue with civil society, through events that foster knowledge exchange such as workshops and webinars, roundtables, and debates involving not only scholars, researchers, students, and other academics but also stakeholders, professionals with different backgrounds, representatives of institutions, and members of civil society.

The JM Chair intends to produce knowledge and skills for new professional profiles, stimulate scientific reflection, raise awareness, and support national and European initiatives aimed at fostering the development of technology while respecting human beings, especially those who are particularly vulnerable.

Teaching and events

The JM PROTECH Chair carries out its activities within the framework of the following educational tracks:
- New Technology Law (Master's Degree in Law);
- Legal Profile of the Doctoral Program in Human Sciences and New Technologies (University Ph.D. Program).

The Chair extends its reach over the pre- and post-graduate phase of university education, fostering the development of knowledge at different levels and focusing its analyses on current challenges in the field of new technologies and effective protection of human beings while respecting the fundamental values and principles of European law.

The workshops, webinars, lectures and advanced seminars can be attended by all students of Suor Orsola Benincasa University and the wider civil society.
